EU consolidated financial sanctions list: scope and references

Understand what the European Commission’s consolidated financial sanctions list covers and where to find the original EU source and legal references.

Financial sanctions have a defined scope

The European Commission’s consolidated financial sanctions dataset describes listed persons, groups, and entities within its financial-sanctions scope. It is not a complete catalogue of EU trade measures, export controls, sectoral restrictions, or every legal obligation that can apply to a transaction.

When consulting the original EU source, compare the listed identity details and regulation references. Keep the identity question separate from the legal conditions governing an activity. A name search cannot determine the status of goods, end use, ownership, exemptions, or a proposed transaction.

Use the original EU references

The European Commission’s official dataset catalogue and Financial Sanctions Files service are linked below. Use the applicable legal publications to interpret measures, amendments, and effective dates. The date a website or file was retrieved should not be substituted for the legal effective date of each listed measure.

This article is a reference guide to the original list, not a statement that it is included in a SanctionsKit request. Choose from current screening coverage, and read the exact source selection returned with each completed result. Other EU sources have their own purposes and must not be treated as interchangeable.

Choosing available coverage

Choose the sources relevant to your workflow from current coverage. The directory shows available sources, record counts, and successful refresh times. The public demonstration and sandbox use invented records; production requests use the coverage you select.

Use source discovery to select named sources or a versioned package. Requested sources that are unknown, unavailable, or too stale cause an explicit error. SanctionsKit does not silently remove them from your request or report an incomplete check as a no-match result.
