What counts as a change?
- Addition
- The publisher says it added an entry to the SDN List.
- Amendment
- The publisher says it changed an existing entry. This may change a name, an ID or other details.
- Removal
- The publisher says it removed an entry. A missing row in a download does not prove a removal.
We classify actions from the notice’s own section headings. Each event keeps its source link, notice date and saved evidence version. Notices we cannot read in full remain outside the confirmed events and count toward the collection’s gaps.
