Consolidated Screening List: sources and coverage

One download, several original lists

The U.S. Consolidated Screening List, or CSL, combines selected lists from Commerce, State, and Treasury. It is a way to obtain those records together. It does not create a new authority or give every entry the same legal effect.

SanctionsKit uses us-csl as the source ID for this feed. Each record keeps its original authority and list. A Commerce Entity List record, for example, must remain distinct from a Treasury SDN record when your team reviews the result.

Keep unfamiliar lists and duplicate copies visible

The import process recognizes the documented list identities. If it encounters an unknown identity, it holds that import for investigation. It does not quietly assign the new list to an existing category.

Direct OFAC data can overlap with CSL. SanctionsKit removes an OFAC copy only when the same official OFAC entity number proves the link. Matching names alone do not establish that two source records are duplicates.

Check both freshness and the original rules

Commerce describes daily updates to CSL. That schedule is not a guarantee that every underlying authority has already published its latest change. SanctionsKit keeps the timestamps it can observe without turning them into a guaranteed update time.

Use the CSL source profile for records and refresh information from the official JSON feed. For the meaning of a match, follow the original list and relevant legal publication. A screening result supports that review; it does not authorize the proposed activity.

Test the handoff between trade screening and licensing review

Use a synthetic shipment party to check that the originating agency and list survive your result mapping. The reviewer needs those facts before deciding which export restriction to investigate. The CSL directory supplies entry context; item classification, destination and licensing evidence belong in the wider trade review.
