What this source covers

The official PLUM download includes named incumbencies and vacant positions across federal agencies. Named role rows are grouped by the official Individual Unique ID, with every original role row retained. Vacant positions without a person are counted separately and excluded from the person index. This is public-office reference data, not a sanctions or PEP list.

How to interpret this source

Check the agency, role, appointment type, and publisher-reported Filled or Historical status. Agencies update on their own reporting schedules. A nominal appointment expiration date is not proof the person left office because holdover service may be permitted. Historical-only people are excluded from current-role matching, and no adverse inference or PEP classification is made from inclusion.
